tabs not working

hi, i've recently installed the Portal Starter Kit and can not seem to move the Tabs up or down. when ever i create a new tab, it appears at the buttom and can not be moved up in any way. what should i do? thanks.On the Forums page, all the way at the bottom are forums specific to the starter kits.
You might have better luck getting responses in the Portal Starter Kit forum.
